December 19, 2014—We all know that Congress just passed a huge funding bill for next year, $1.1 trillion, without even counting in the Department of Homeland Security and not counting all the supplemental bills that will come up and the needs to keep fighting the war, so it will be much bigger than that.
In this bill, they had some funding for the intelligence agencies. Of course, there’s a number they throw out, but nobody actually knows. Even though I was in Congress, it’s very difficult. Even if you were exposed to some of the documents, you never see the big government picture. It is estimated that the CIA and all the agencies got $80 billion to spy on Americans and whomever else they want to spy on around the world.
Now before 9/11, we were spending $40 billion and they had gathered a lot of information, adequate information. Those who were in charge, if they put it all together, they could have figured out that there was a big event coming. But the $40 billion came up short and the efficiency of the system didn’t work, so the demand was for more money, and they’re getting more money, $80 billion plus. The big thing is there’s even more to it than this. The secret, secret funding is how the CIA gets money off budget. It has been said that it’s been done from the very beginning. Since World War II, a spy agency is exempt from everything. Their activities are exempt, their funding is exempt, so they’re a government unto themselves.
You say, well, that can’t be possible. We’ve just had an investigation and we proved that the CIA is up to no good in the torture. That’s one small item. It’s good that we got some more information, but believe me, their secrecy and their secret government is still in place and they still have a lot of people involved and a lot of funding. During Iran-Contra, it was able to fund a program. A lot of it was done with drug dealings and weapons sales and kickbacks from weapons sales. This was done to circumvent a Congressional mandate that we not get involved in Nicaragua and the Contra war. This was explicitly denied to the President to go into Nicaragua, which was quite a bit different than what we do today. Congress just sort of ignores the whole thing and lets the Presidents do whatever they want.
They had the Boland Amendment and said thou shalt not go into Nicaragua. Yet at the same time, secretly with the CIA and other things, they were able to do a deal. They sold weapons to the Iranians. Of course, that was breaking the law. If an American citizen sold weapons to the Iranians, and they do it right now, they go to jail. But it’s okay for government agents to break the law, which I think is a principle that is constantly violated and has to be changed some day, that government officials can’t break the law any more than an American citizen, we can’t break the law, but to permit the government to break the law and be exempt. Today, on the CIA scam, the only people who go to jail are the whistleblowers, which is rather tragic. The one individual that told us about torture a long time ago, he’s in prison. It’s really a big mess. There’s no doubt they’ve gotten money in the drug trade. I’m sure they still do that.
Another thing that not too many people think of is how they skim. If we have a deal to sell weapons to, say, Saudi Arabia or some other country and it’s billions and billions of dollars, it’s very easy for those particular countries to secretly have kickbacks to the CIA agents and they’re skimming. Even international programs that are involved, it’s not unusual to see money skimmed off and sent back to secret spy agencies like the CIA.
The CIA will be funded. We’ll never know exactly how much. This is the reason that if you believe in a true republic, if you truly believe in open government and liberty, you don’t have a secret agency like the CIA. They become very, very secretive in what they do and they have to become very, very secretive in where they get the money, and that’s where we are today. There’s hope that this investigation into the CIA torturing people be an opening salvo and getting a handle on the CIA, but I wouldn’t hold your breath because that’s not likely to happen. It is so often the CIA is involved in overthrow of governments along with a lot of corporations.
Just think how easy it is for the military industrial complex to get these contracts, hundreds of billions of dollars to slip the CIA and some secret agent some money. It’s ongoing, it’s criminal and not likely to stop. That is why the only answer is going to be to get rid of the CIA and get rid of this idea that we need this to protect our people, because, quite frankly, it’s the action of the CIA, whether it’s torture or overthrowing government, that puts us into a danger situation in the world today. That is the reason why I have strongly advised that we change our foreign policy to one of non-intervention and then we wouldn’t have to face this problem.
